اهداف و زمینه‌ها: کمبود مسکن و کیفیت نامطلوب آن همواره به‌عنوان یکی از مسایل اصلی در ایران مطرح بوده است. روند رو به رشد جمعیت کشور در چند دهه اخیر، مهاجرت گسترده و سیاست‌های اتخاذشده و مدیریت نادرست در این حوزه مسایلی را به وجود آورده که توجه جدی را طلب می‌کند. هدف پژوهش حاضر، شناخت و اولویت‌گذاری مسایل حوزه مسکن با بهره‌گیری از روش دلفی و تکنیک شانون بود.
روش‌شناسی: این پژوهش ترکیبی از روش‌های کیفی و کمی براساس استراتژی تحلیلی و اکتشافی متوالی است که در سال 1398 با نظر 10 نفر از مدیران ارشد و مسئولان و 7 نفر از اساتید دانشگاهی آگاه به حوزه مسکن در شهر مشهد انجام شد. به‌منظور تحلیل داده‌ها، ترکیبی از روش دلفی و تکنیک آنتروپی شانون به کار گرفته شد.
یافته‌ها: مدلی با چهار مولفه طراحی، مدیریتی، اجرایی و اقتصادی و 32 شاخص تدوین شد که با بهره‌گیری از تکنیک شانون مولفه طراحی با وزن 03133/0 در رتبه اول، مولفه مدیریتی با وزن 03127/0 در رتبه دوم، مولفه اقتصادی با وزن 03126/0 در رتبه سوم و مولفه اجرایی با وزن 03108/0 در رتبه چهارم قرار گرفتند.
نتیجه‌گیری: مولفه‌های طراحی و مدیریتی واجد توجه جدی‌تری نسبت به سایر مولفه‌ها هستند. همچنین از بین 32 شاخص تدقیق‌شده، به ترتیب، "عدم امکان تملک مسکن و اجاره‌نشینی"، "بافت فرسوده مسکونی"، "عدم وجود انعطاف‌پذیری در ساختمان"، "نبود برنامه‌ریزی موثر در انبوه‌سازی و تولید صنعتی" و "عدم توجه به رویکردهای پایداری ساختمان و استفاده از انرژی‌های پاک"، مهم‌ترین مسایل حوزه مسکن از نظر متخصصان هستند.
