اثرات مؤلفه‌های اقتصادی بر میزان تاب‌آوری روستاییان سیل‌زده؛ مطالعه موردی روستاهای حاشیه گرگانرود

اهداف و زمینه‌ها: مطابق آمارهای جهانی، سیل تلفات و خسارات مالی عمده‌ای به جوامع بشری وارد کرده ‌است. آسیب‌پذیری در مواجهه با مخاطرات طبیعی، ریشه در فقدان پس‌اندازها و سرمایه‌های مالی، ضعف و ناتوانی در دریافت و بازپرداخت تسهیلات بانکی و نیز عدم پوشش کافی بیمه در میان خانوارهای روستایی دارد و موجب تشدید خسارات و تلفات می‌شود. هدف این پژوهش، بررسی و تحلیل رابطه بین مؤلفه‌های اقتصادی و میزان تاب‌آوری روستاهای حاشیه گرگانرود در استان گلستان، در مواجهه با مخاطرات سیل بود.
روش‌شناسی: این پژوهش با روش توصیفی- تحلیلی در 106 روستای واقع در حریم یک کیلومتری گرگانرود (22942 خانوار) انجام شد. 31 روستا و 318 خانوار به روش نمونه‌گیری خوشه‌ای تصادفی انتخاب و وارد مطالعه شدند. برای گردآوری داده‌ها از روش‌های اسنادی و میدانی به کمک پرسش‌نامه استفاده شد. برای تجزیه و تحلیل داده‌ها از نرم‌افزار ArcGIS استفاده شد.
یافته‌ها: خانوارهای روستایی ناحیه تپه‌ماهوری-مرتعی حوضه آبخیز گرگانرود به سبب غلبه فعالیت‌های بخش کشاورزی و کارگری، با میزان درآمد و پس‌انداز کمتر نسبت به نواحی جلگه‌ای-کشاورزی و کوهستانی- نگلی، در معرض انواع خسارات مالی و آسیب‌پذیری بیشتری در مواجهه با سیل بوده و از سطح تاب‌آوری پایین‌تری برخوردار بودند. از سویی، بین اکثر مؤلفه‌های اقتصادی جوامع روستایی نمونه مطالعاتی با میزان تاب‌آوری آنها رابطه معناداری وجود داشت؛ هرچند تاب‌آوری اقتصادی کل جامعه (با میانگین 64/2) نسبتاً ضعیف بود.
نتیجه‌گیری: تاب‌آوری می‌تواند مقیاسی جهت بیان درجه انعطاف‌پذیری اقتصادی ساختار و اجزای جوامع روستایی در برابر مخاطرات محیطی، از جمله سیل باشد. با توجه به تفاوت‌های بنیادین مکان‌های روستایی مختلف حوضه آبخیز گرگانرود از نظر استقرار و ماهیت کارکردی، میزان تاب‌آوری این جوامع در برابر مخاطرات سیل نیز متفاوت است
