Aims & Backgrounds
Urban waste management is considered one of the critical challenges of developing cities, especially medium-sized Iranian cities such as Maragheh. Rapid population growth, increasing waste generation, and lack of adequate infrastructure have doubled the necessity of adopting a comprehensive and systematic approach to urban waste management. This research aims to provide an in-depth analysis of urban waste management planning in Maragheh city and present a conceptual model based on grounded theory to provide a practical pathway for improving the current situation and achieving sustainable urban development.
Methodology
This qualitative research was designed with an inductive orientation and Straussian grounded theory approach. Data were collected through semi-structured interviews with ten experts, urban managers, and activists in the field of waste management in Maragheh city. Theoretical and purposive sampling continued until theoretical saturation was achieved. The validity of findings was ensured through member checking, source triangulation, peer review, and external audit. Data analysis was performed using three-stage coding (open, axial, and selective) according to Strauss and Corbin's approach and utilizing MAXQDA software.
Findings
Results revealed that the core phenomenon of "sustainable development of urban waste management" dynamically interacts with causal conditions (population and urban pressures, necessity of infrastructure reinforcement), contextual conditions (creating appropriate management platforms, developing environmental culture), intervening conditions (implementation resistance, organizational coordination deficiencies), and strategies (developing integrated systems, establishing specialized centers).
Conclusion
The presented conceptual model demonstrated that effective urban waste management in Maragheh requires an integrated systemic perspective that synergizes social, economic, environmental, and institutional dimensions. The identified consequences at two levels of systemic performance improvement and sustainable urban development realization provide a practical pathway for strategic policymaking and decision-making.
