fa برنامه راهبردی مدیریت سیاسی فضای جغرافیایی در شهرستان شهریار جغرافيای شهری Urban Geography پژوهشی اصیل Original Research <div style="text-align: justify;"><strong>اهداف و زمینه‌ها:</strong> برنامه‌ریزی راهبردی، اهداف مدیریت سیاسی فضا را با توجه به رسالت آن و از طریق مطالعات محیطی، شناسایی می‌کند تا اهداف واقع‌بینانه‌تری تعیین و اجرا شود. مدیران سیاسی فضای جغرافیایی در سطح شهرستان‌ها جهت انجام وظایف محلی، ناگزیر از تدوین برنامه‌های راهبردی هستند. هدف این پژوهش، ارایه برنامه راهبردی مدیریت سیاسی فضای جغرافیایی در شهرستان شهریار با تکیه بر دو نظریه سیستمی و اقتضایی بود.<br> <strong>مواد و روش‌ها:</strong> از روش تحلیل سلسله مراتبی برای تعیین اهمیت و وزن‌دهی به عوامل داخلی و خارجی استفاده شد. برای تدوین راهبردها از روش تحلیل سوات و برای سنجش میزان جذابیت هر یک از راهبردهای مورد نظر از ماتریس برنامه‌ریزی راهبردی کمّی استفاده شد.<br> <strong>یافته‌ها:</strong> شهرستان شهریار به لحاظ عوامل داخلی در موقعیت ضعف و به لحاظ عوامل خارجی در موقعیت تهدید قرار داشت. راهبرد‌های بهینه در مدیریت سیاسی فضای جغرافیایی در چنین شرایطی راهبردهای تدافعی بود.<br> <strong>نتیجه‌گیری:</strong> راهبردهای تدافعی مناسب وضعیت شهریار به‌ترتیب اصلاح ساختار تقسیمات سیاسی فضای شهرستان به‌منظور جذب سرمایه بیشتر و ایجاد اشتغال؛ اختصاص تسهیلات و امکانات لازم به‌منظور گسترش کشاورزی صنعتی و افزایش تولیدات این بخش؛ جلوگیری از تغییر غیر قانونی کاربری اراضی و کاهش اراضی سبز و پیامدهای زیست‌محیطی آن؛ اتخاذ ساز و کارهای مؤثر به‌منظور مدیریت منابع آب شهرستان و مقابله با خشکسالی؛ برنامه‌ریزی و سرمایه‌گذاری در زمینه کاهش آسیب‌پذیری شهرستان در زمان وقوع مخاطرات طبیعی نظیر زلزله؛ و تدوین سازوکار‌های قانونی مهاجرت و مدیریت مهاجرین به‌منظور ارتقاء سطح امنیت؛ هستند.<span style="font-family:iransharpsmall light,sans-serif;"></span></div> <span style="font-family:iransharpsmall light,sans-serif;"><span style="font-size:12.0pt;"></span></span> <div style="text-align: justify;"><strong>Aims & Backgrounds:</strong> Strategic planning identifies the objectives of political management of space in accordance with its mission and through environmental studies, so that more realistic goals can be determined and implemented. Political managers of geographical space at the level of the cities to carry out their local tasks are bound to formulate strategic plans. The aim of this research is presentation of strategic plan for political management of the geographical space in Shahriar township, based on both systematic and contingency theories.<br> <strong>Methodology:</strong> For this purpose, AHP method was used to determine the importance and weight of internal and external factors. For presentation of strategies SWOT method was used and to evaluate the attractiveness of each strategy QSPM matrics was utilised.<br> <strong>Findings:</strong> The findings of the study indicate that within Shahriar township, weaknesses are more pronounced than strengths, and outside the township, threats are more than opportunities.
