fa طراحی مدل کنترل و مهار محیط قدرترانی فرآیند برنامه‌ریزی شهری بر مبنای نظریه‌پردازی داده بنیاد مطالعه موردی؛ کلان‌شهر مشهد جغرافيای شهری Urban Geography پژوهشی کيفی Qualitative Research <strong>اهداف و زمینه‌ها</strong><strong><span dir="LTR">:</span></strong> فقدان خوانش مفاهیمی همچون قدرت صدمات جبران‌ناپذیری را بر پیکره شهرها وارد کرده است. در کشور ایران، به دلیل حاکمیت دیدگاه سنتی برنامه‌ریزی، به این مفهوم توجه چندانی نشده است. محیط قدرترانی شهری با انحراف از فرآیند مورد انتظار علاوه بر اینکه قدرتمندان را بر مباحث شهری مسلط کرده، جامعه محلی را با کمترین اثرگذاری به حاشیه رانده و&nbsp; ساختار کالبدی شهر را تحت تأثیر خود قرار داده است. این مطالعه تلاش می‌کند در کلان‌شهر مشهد با بررسی محیط قدرترانی حاکم بر فرآیند برنامه‌ریزی (اعم از تهیه، تصویب و اجرا) طرح‌های توسعه شهری، در راستای کنترل و مهار آن ابعاد ناشناخته حاکم را تا حد امکان کشف، و با درک فرآیندهای مذکور مدلی مناسب ارائه دهد.<br> <strong>روش&shy;‌شناسی</strong>: این مقاله بر مبنای روش نظریه‌ی داده بنیاد، به بررسی ابعاد مختلف مدل کنترل و مهار محیط قدرت رانی برنامه ریزی شهری،از طریق سه نوع کدگذاری باز ،محوری و انتخابی می پردازد.<br> <strong>یافته‌ها</strong><strong>:</strong> پس از تبیین مفهوم کنترل و مهار محیط قدرت‌رانی، نتیجه‌ی حاصل از مجموع 20 مصاحبه انجام‌گرفته تعداد 84 &nbsp;شناسه، &nbsp;27 مفهوم و 5 مقوله حاصل گردید<span dir="LTR">.</span><br> <strong>نتیجه‌گیری</strong>:&nbsp; مدل کنترل و مهار محیط قدرت‌رانی با بیان 5 مقوله در ابعاد عوامل بازدارنده، عوامل زمینه‌ساز، شرایط مداخله‌گر الزامات اجرایی و پیامدها و در‌نهایت به‌صورت چارچوبی مفهومی و استراتژیک ارایه می‌شود. <div style="text-align: justify;"><strong>Aims & Backgrounds:</strong> Lack of readings of concepts such as power has caused irreparable damages to the body of cities. In Iran, due to the domination of traditional viewpoint of planning, this concept has not paid much attention. An urban power exercising environment, deviating from the expected process, in addition to cause the domination of the powerful people on urban topics, has marginalized the local community with the least impact and has impressed the physical structure of the city.
