fa اولویت‌بندی مکانی پروژه های راهبردی بومی‌سازی نوزایی شهری در محله شهید هاشمی‌نژاد مشهد جغرافيای شهری Urban Geography پژوهشی اصیل Original Research <div style="text-align: justify;"><strong>مقدمه:</strong> عدم توفیق در حفاظت و بازآفرینی محدوده‌های ناکارآمد شهری، غالباً برخاسته از نارضایتی و انفعال مردم نسبت به نسخه‌های تقلیدی و غیربومی ملاک عمل مدیریت شهری، جهت نوسازی است. به نظر می‌رسد تحقق‌پذیری پروژه‌های نوزایی شهری، مستلزم تعریف پروژه‌هایی برخاسته از انتظارات و توقعات مردم در مکان‌های محرک توسعه و اجرای آن‌ها در یک دوره زمانی معین، خواهد بود.<br> <strong>اهداف:</strong> به جهت بومی‌سازی رهیافت نوزایی شهر&shy; محله شهید هاشمی‌نژاد واقع در محدوده مرکزی و در مجاورت حرم مطهر امام رضا (ع) که امروزه به لحاظ کالبدی و کارکردی بیش ‌از پیش به فرسودگی گراییده، به‌عنوان نمونه مورد بررسی قرارگرفت.<br> <strong>مواد و روش‌ها:</strong> &nbsp;این تحقیق از نظر هدف کاربردی و از نظر روش توصیفی- تحلیلی است. گردآوری داده‌ها از روش اطلاعات کتابخانه‌ای و میدانی با ابزار مصاحبه است. برای تجزیه و تحلیل داده‌ها، از مدل‌های سوات، تحلیل سلسله مراتبی و ماتریس ارزیابی اولویت‌های راهبردی استفاده شده است. براین اساس، در گام نخست ضمن معرفی و اولویت‌بندی معیارها و شاخص‌های مؤثر بومی‌سازی رویکرد نوزایی شهری که در دو مرحله نظرسنجی (مشتمل بر 15 نفر متخصصین و کارشناسان خبره و سپس 380 نفر از ساکنین، مجاورین و کسبه) استحصال گردیده‌اند. به تعریف جایگاه استراتژیک طرح و اولویت‌های راهبردی موثر در افزایش رضایت‌مندی ساکنین از فرآیند نوزایی محله مذکور می‌پردازد. سپس در جهت تبیین یافته‌های تحقیق مبتنی بر استحصال شاخص‌های بومی‌سازی نوزایی شهری برای محله فوق، دوازده سایت مطلوب به‌عنوان مکان‌های محرک توسعه با استفاده از ساختار تحلیل سلسله مراتبی مورد ارزیابی قرار گرفت و در راستای اولویت‌بندی پروژه‌های پیشنهادی، متناسب با راهبردهای بومی‌سازی رویکرد نوزایی، شش پروژه راهبردی در نظر گرفته شد.<br> <strong>نتیجه گیری:</strong> ﺩﺭ نهایت، ﺑﺎ ﺍﺳﺘﻔﺎﺩﻩ ﺍﺯ ﻣﺎﺗﺮیس ﺍﺭﺯیاﺑﯽ اولویت ﻣﮑﺎﻥ-ﭘﺮﻭﮊﻩ، پروژه های تعریف شده بر اولویت های مکانی منطبق شد و ﺑﺮﻧﺎﻣﻪ ﺍﯼ ﺑﺎ ﺍﻓﻖ ﻣﯿﺎﻥ ﻣﺪﺕ، ﺑﺮﺍﯼ ﺍﻧﺠﺎﻡ ﭘﺮﻭﮊﻩ ﻫﺎﯼ ﺭﺍﻫﺒﺮﺩﯼ ﻣﺤﺮﮎ ﺑﻮﻣﯽ ﺳﺎﺯﯼ نوزایی ﻣﺤﻠﻪ ﺷﻬﯿﺪ ﻫﺎﺷﻤﯽ ﻧﮋﺍﺩ ارائه ﮔﺮﺩید. نتایج حاکی از آن است که ﺍﺟﺮﺍﯼ ﺑﻪ ﻣﻮﻗﻊ ﺑﺮﻧﺎﻣﻪ های تدوین شده شامل: تملک، توافق، تزریق سرمایه، احداث و بهره برداری،ﺩﺭ ﺍﻓﺰایش ﻣﻨﺰﻟﺖ ﺍﺟﺘﻤﺎﻋﯽ، ﺭﺿﺎیتمندی ﻭ ﻣﺸﺎﺭﮐﺖ پذیری ﺳﺎﮐﻨﯿﻦ ﻧﻘﺶ ﺑﻪ ﺳﺰﺍیی ایفا می نماید.</div> <div style="text-align: justify;"><strong>Introduction and Background:</strong> Failure to protect and rehabilitate inefficient urban areas often results from dissatisfaction and inactivity of people with regard to imitation and non-conformist versions of urban management practices for modernization. The feasibility of urban renaissance projects seems to require the definition of projects that are based on expectations of the people, in the places where they will be driven to develop and run in a timely manner<strong>.</strong><br> <strong>Aims:</strong> in order to localize the urban renaissance, the Shahid Hasheminejad neighborhood, located in the central area and adjacent to the shrine of the Imam Reza (AS), which nowadays was more exhausted in terms of physical and functional, was considered as a case study.<br> <strong>Methodology:</strong> For this purpose, applied research was used and data are collected using interviews and library and field research. Data were analyzed using, SWOT, Hierarchical Analysis and the Strategic Priority Assessment Matrix. The present study was carried out in the first step by introducing and prioritizing the indices and indices of the localization of the urban regeneration approach in two stages of the survey, consisting of 15 specialists and expert. After that, 380 residents, adjacent and business people have been chosen to define the strategic position of the plan and effective strategic priorities in increasing the residents&#39; satisfaction with the process of renaissance of the neighborhood. Finally, in order to explain the research findings based on the extraction of urban renaissance indices for the above neighborhood, twelve desirable sites were evaluated as developmental locations using the hierarchical analysis structure and in order to prioritize proposed projects, in line with localization strategies. The Renaissance approach was considered to be six strategic projects.<span dir="RTL"></span><br> <strong>Conclusion:</strong> Finally, using the priority location-assessment matrix, the projects defined as spatial priorities were matched, and a mid-term plan was presented to carry out strategic projects to stimulate the localization renaissance of the Shahid Hasheminejad Neighborhood. The results indicate that timely implementation of the developed plans includes: ownership, agreement, injection of capital, construction and operation; increasing social status, satisfaction and participation of the residents plays a significant role.</div> بومی‌سازی, نوزایی شهری, تخصیص مکانی, پروژه‌های راهبردی, محله شهید هاشمی‌نژاد مشهد .
