fa بررسی نقش مدیریت شورایی در دگرگونی ساختار شهر نمونه موردی (شهر دهدشت) تخصصی Special پژوهشی اصیل Original Research <div style="text-align: justify;"><span dir="RTL"><span style="font-family:b nazanin;"><span style="font-size:12.0pt;">شوراها از ابزار جامعه مدنی بوده که پس از پیروزی انقلاب شکوهمند اسلامی، با عنایت به تاکیدات قرآن کریم و سیره ی معصومین و نیز با توجه به ضرورت اجرای سیستم عدم تمرکز و وجود سازمان های محلی ، تشکیل آن ها مورد توجه واقع شد و با اختصاص چند اصل از قانون اساسی، پس از چند سال وقفه در سال 1377 انتخابات اولین دوره ای شوراهای اسلامی در سراسر کشور برگزار گردید. شوراها با توجه به مفاد قانون اساسی و قوانین عادی از سه رسالت تصمیم گیری، نظارت، مشورت و همکاری برخوردارند و در این راستا بررسی عملکرد و تعیین میزان موفقیت شورا ضروری است تا نقاط قوت و ضعف آن ها مشخص شود. این تحقیق به صورت اسنادی و پیمایشی است که با طرح سوالاتی ضمن نظر سنجی از شهروندان، با بررسی مصوبات دوره های اول، دوم و سوم شورای اسلامی و فعالیت کمیسیون های شورا به بررسی عملکرد شورای اسلامی شهر دهدشت می پردازد. یافته های تحقیق نشان می دهد علی رغم بحران های اولیه ی ناشی از شکل گیری شورا به عنوان نهاد تاثیرگذار در مدیریت شهری ، شورای شهر دهدشت از عملکرد قابل قبولی در دوره های بعد برخوردار بوده است . تاثیر شورا بر دگرگونی ساختار شهر، با نقاط ضعفی همراه بود (مسائلی مانند نوپا بودن شورای شهر، عدم اشراف به قوت ها و ضعف های شهر و عدم استفاده از نظر صاحب نظران و کارشناسان، عدم همکاری سایر سازمان های موثر در مدیریت شهر ) ولی به مرور زمان و با تثبیت جایگاه، شاهد یک تاثیر مثبت در ساختار شهر دهدشت هستیم</span></span></span><span style="font-family:calibri,sans-serif;"><span style="font-size:12.0pt;">.&nbsp;</span></span></div> <div style="text-align: justify;">Councils have been a component of civil society after the glorious victory of Islamic revolution in Iran. Considering the emphases of the holy Koran<span dir="RTL">، </span>the conduct of the innocent authorities in Islam (the holy prophet&#39;&#39;s household)<span dir="RTL">، </span>the necessity of the implementation of a non-concentrated system<span dir="RTL">، </span>and the existence of local organizations councils were formed. Some principles of Iran&#39;&#39;s constitution were allocated to them and after being inactive for some years<span dir="RTL">، </span>the first round of elections for Islamic councils was held all over the country. Taking the provisions of Iran&#39;&#39;s constitution and customary rules into account councils are assigned three functions of decision making<span dir="RTL">، </span>supervision and Consultation and cooperation. In keeping with such functions studying the performance and determining the scope of the success of councils are necessary to know their weaknesses and Strengths. The present study was carried out in the form of an inquiry research in which some questionnaires were constructed and given to the citizens to study the performance of the Islamic city council of Dehdasht by considering the first<span dir="RTL">، </span>second and third round Acts of Islamic council and the acts of the council commissions.
