fa تاثیر تخصص گرایی بر کارکرد دولت محلی، نمونه: شورای اسلامی شهر تهران جغرافیای سیاسی Political Geography پژوهشی اصیل Original Research <p dir="RTL" style="text-align: justify;">کارکرد و حوزه عمل دولت محلی، امور ذاتاً محلی در فضای جغرافیایی است که به طور مستقیم به سرنوشت مردم و ساکنان آن مربوط می شود. از آنجا که تصمیم&lrm;گیری در ارتباط با امور محلی شهروندان، مستلزم تخصص&lrm;گرایی است، لذا تصمیم‪گیران امور محلی می بایستی دارای تجریه مرتبط و تخصص‪های لازم در زمینه مربوطه باشند. در غیر اینصورت کارکرد آن ها با چالش مواجه شده و حوزه اجراء نیز که تابع حوزه تصمیم سازی است دچار دوگانگی و یا آشوب اجرایی خواهد شد. <span style="font-size:10.0pt;"></span><br> نتایج تحقیق نشان می&lrm;دهد که فقدان تخصص&lrm;گرایی در بین اعضاء مزبور کارکرد این شورا را تحت تاثیر قرار داده است و بستر ناکارآمدی و دور شدن از وظایف ذاتی آن&lrm;را فراهم ساخته است.&nbsp;این پژوهش با بررسی تخصص&lrm;گرایی در بین اعضاء شورای شهر تهران در چهار دوره&lrm;ای که از تشکیل این نهاد در ایران می&lrm;گذرد، پرداخته است. روش انجام این تحقق توصیفی- تحلیلی است. توصیفی است از آن جهت که وضع موجود تخصص&lrm;گرایی اعضای شورای شهر تهران را مورد بررسی قرار داده است و تحلیلی است از آن جهت که وضع موجود را با تکیه بر یافته&lrm;های کتابخانه&lrm;ای و میدانی مورد تحلیل قرار داده است. شیوه گردآوری اطلاعات در دو بخش کتابخانه ای و میدانی انجام شده است.<br> &nbsp;</p> <p style="text-align: justify;">The function and the authority of a local government is in the area that is directly related to the people of that particular area. Since decision making about the citizens requires specialization, local decision makers should have certain qualifications and expertise in order to be be effective. Otherwise they will be dysfunctional and the area under their jurisdiction will face serious problems.The results of this study show that lack of specialization among city council members will negatively affect the council&rsquo;s function. This study has analyzed the relationship between specialization and the effectiveness of city council members in the past four terms, since it was first established. This is a descriptive and analytical study. It&rsquo;s descriptive because it examines specialization between the city council members and it&rsquo;s analytical because it has analyzed the information based on findings of library and field research.
