fa تبیین و تحلیل فضایی علل و پیامدهای تخلفات ساختمانی مورد پژوهشی: شهر زاهدان جغرافيای شهری Urban Geography پژوهشی کيفی Qualitative Research <div style="text-align: justify;"><strong>مقدمه:</strong> تخلفات ساختمانی یکی از ناهنجاری‌ها و مسائل موجود در شهرها و به‌ویژه کلان‌شهرهای در حال توسعه است که برخورد و حل آن در سیستم مدیریتی ناکارآمد به آسانی امکان‌پذیر نیست.<br> <strong>اهداف: </strong>تحقیق حاضر با هدف آسیب‌شناسی تخلفات ساختمانی و ساخت‌وسازهای غیرمجاز در شهر زاهدان، به ارزیابی وضعیت موجود و پراکندگی این پدیده در سطح شهر زاهدان پرداخته است.<br> <strong>مواد و روش‌ها:</strong> با توجه به مؤلفه‌های مورد بررسی و ماهیت کاربردی، روش این پژوهش توصیفی - تحلیلی می‌باشد. اطلاعات موردنیاز به دو شیوه کتابخانه‌ای (کتاب، آمارنامه و نقشه) و میدانی (بررسی پرونده‌های تخلفات از سال 1384 تا 1393) گردآوری شده است. ازآنجاکه یکی از اهداف این پژوهش نشان دادن پراکندگی تخلفات در سطح شهر و سطح‌بندی محلات و مناطق شهری می‌باشد، با استفاده از شاخص میانگین نزدیک‌ترین همسایه الگوی توزیع تخلفات مشخص گردیده است. سپس با مدل میانگین وزنی جغرافیایی سطح‌بندی محلات و با مدل کوپراس سطح‌بندی مناطق در میزان تخلفات ساختمانی، صورت گرفته است. سرانجام جهت ترسیم نقشه‌ها نیز از نرم‌افزارهای GIS بهره گرفته ‌شده است.<br> <strong>نتیجه‌گیری:</strong> نتایج حاصله نشان می‌دهد تخلفات ساختمانی در شهر زاهدان نه ناشی از فقر و در محلات حاشیه‌نشین شهر، بلکه در محلات و شهرک‌های قانونی و بیشتر توسط افرادی صورت می‌گیرد که در پی قانون‌گریزی و سودجویی اقتصادی بوده‌اند. براساس نقشه‌های ترسیمی از پراکندگی تخلفات ساختمانی در شهر زاهدان طی دوره ده ساله (1384-1393)، درمی‌یابیم که ابتدا کمترین تخلف در منطقه 5 بوده است ولی با احداث منطقه زیباشهر تخلفات ساختمانی روز به روز سیر صعودی داشته و در سال‌های پایانی دوره، منطقه 5 بیشترین تخلفات را در خود جای داده است. نکته قابل توجه این است که مناطق 2 و 3 شهرداری در تمام سال‌های این دوره میزان تخلفاتی مشابه را نشان داده؛ و از ابتدای دوره تا سال 93 تغییرات چشم‌گیری از لحاظ کاهش یا افزایش تخلفات نداشته‌اند.&nbsp;</div> <div style="text-align: justify;"><strong>Introduction and Background:</strong> Construction violations are one of the problems in cities and especially metropolitan developing cities, which cannot easily be solved with an inefficient management system.<span dir="RTL"></span><br> <strong>Aims:</strong> The purpose of this study was to evaluate the existing situation and the distribution of this phenomenon in Zahedan city with the aim of the pathology of construction and construction violations in the city of Zahedan.<br> <strong>Methodology:</strong> According to the studied components and applied nature, the method of this research is descriptive-analytic. The required information is gathered with two methods including literature and library research (books, statistics, and maps) and field study (review of cases of violations from 2005 to 2014). One of the objectives of this research is to show the pattern of dispersion of violations in the city and the leveling of neighborhoods and urban regions. This pattern has been determined using the mean of the nearest neighbor of the distribution pattern of violation. Then, by means of the weighted average model geographical distribution of the neighborhoods, and with the Coopers model, ranking of neighborhoods in the number of violations of construction in the neighborhoods is specified. Finally, GIS software has been used to draw maps.<span dir="RTL"></span><br> <strong>Conclusion:</strong> The results show that construction violations in Zahedan are not caused by poverty and in marginal settlements, but also in neighborhoods and legal settlements, and by more people who have sought to escape the law and economic profit. Based on the drawings of the dispersion of construction violations in the city of Zahedan during the 10 year period (2005 - 2014), we find that the first violation was first in region 5, but with the construction of the beautiful city region, construction violations have risen stage by stage and at the end of studied period, district 5 has the most violations.
