fa بررسی عوامل موثر بر درآمد شهرداری‌ها و ارائه راهبردهای مناسب به‌منظور ایجاد درآمد پایدار جغرافیای عمومى General Geography پژوهشی اصیل Original Research <div style="text-align: justify;"><strong>مقدمه:</strong> ایجاد ساختاری نظام‌یافته و منسجم در حوزه درآمد منجر به تعیین درآمدی پایدار برای شهرداری‌ها می‌شود.<br> <strong>اهداف:</strong> به‌منظور دستیابی به ساختار مطلوب تأمین منابع درآمدی شهرداری‌ها، بررسی ساختار درآمدی شهرداری‌های کلان‌شهرها می‌تواند به‌عنوان راهنما و الگوی مناسبی برای اصلاح و تدوین ساختار بهینه درآمدی مورد استفاده قرار گیرد. در این بین نکته مهمی که باید به آن پرداخت تناسب وظایف شهرداری و منابع درآمدی آن است. اساساً خدمات و وظایف شهرداری‌ها به علت ویژگی‌ها و خصوصیات خاصی که دارند نمی‌توانند به‌صورت مستقیم از طرف بخش خصوصی ارائه شوند. براین اساس چگونگی و ترکیب تأمین منابع درآمدی شهرداری‌ها به‌منظور ارائه بهینه خدمات مزبور امری ضروری به نظر می‌رسد.<br> <strong>مواد و روش ها:</strong> در این پژوهش ابتدا تصویری کلان از مسأله منابع درآمد و مخارج شهرداری‌ها ارائه می‌گردد. سپس به‌صورت موردی با توجه به ویژگی‌های خاص شهر کرج، چارچوبی مطلوب از نظام درآمدی پایدار شهرداری کرج پیشنهاد می‌گردد که با اهداف توسعه پایدار نیز قرابت لازم را داشته باشد. در این تحقیق به‌منظور دستیابی به منابع درآمدی پایدار از پرسشنامه استفاده شده‌است. میزان اهمیت گویه‌ها به‌صورت منطق فازی بیان گردیده ‌است. بعد از غیرفازی نمودن اهمیت هر یک از منابع درآمدی، درآمدها به دو دسته پایدار و ناپایدار تقسیم شده‌اند.<br> <strong>نتیجه گیری:</strong> روش فازی نشان می‌دهد که منابع درآمدی عوارض گاز، تلفن، برق و آب‌بهای مشترکین؛ مالیات بر ارزش‌افزوده؛ عوارض بر تولید یا فروش محصولات تولیدی؛ سهم شهرداری از عوارض وصولی متمرکز؛ عوارض گذرنامه؛ عوارض جرائم رانندگی؛ عوارض ثبت‌نام آزمایش رانندگی؛ عوارض بر قراردادها نسبت به منابع درآمدی دیگر پایدارتر هستند</div> <p><strong>Introduction and Background</strong>: Establishing a systematic and authoritative structure will make a sustainable income for municipalities.<br> <strong>Aims:</strong> In order to optimize the sources of revenue structure for municipalities, the study of the income structure of metropolitan municipalities can be used as a guide and a good pattern for reforming and compiling an optimal income structure. The important point is the proportionality of the municipality&#39;s duty and revenue. Basically, the services of the municipalities are due to specific features cannot be directly provided by the private sector. Based on this, the combination of municipality&rsquo;s income seems necessary.<br> <strong>Methodology:</strong> In this research, a large picture of the sources of income and expenses of municipalities is first presented, and then, in the specific view of the characteristics of the city of Karaj, a favorable framework is proposed for the sustainable income system of Karaj Municipality, which is consistent with the goals of sustainable development. In this research, a questionnaire has been used in order to achieve sustainable earnings resources, based on fuzzy logic.
