fa عوامل کلیدی ارزیابی اجرای خط مشی توسعه پایدار شهری در چارچوب برنامه ششم جغرافيای شهری Urban Geography پژوهشی اصیل Original Research <span style="font-size:12pt"><span style="background:white"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">اهداف:</span></span></b><span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:"> ارزیابی اجرای خط مشی، فرآیندی برای بهبود و اصلاح نحوه اجرای خط مشی‌های عمومی است. </span></span><span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">هدف این پژوهش ارزیابی عوامل کلیدی اجرای خط مشی توسعه پایدار شهری در قالب برنامه ششم توسعه کشور بود.</span></span><b><span dir="LTR" style="font-size:10.0pt"><span style="font-family:"Cambria",serif"></span></span></b></span></span></span></span></span><br> <span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="AR-SA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">روش‌شناسی:</span></span></b><span lang="AR-SA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:"> این پژوهش توصیفی پیمایشی به روش کیفی-کمّی در سال 1401 در سازمان شهرداری استان البرز انجام شد و 20 نفر از خبرگان سازمان و 152 مدیر ارشد برای مطالعه انتخاب شدند. برای استخراج متغیرهای تاثیرگذار و نیز شاخص&shy;های مربوطه از مصاحبه با جامعه خبرگان استفاده شد. به منظور بررسی روایی سازه از تحلیل عاملی تاییدی و روش <i>فورنل و لارکر</i> در قالب نرم&shy;افزار </span></span><span dir="LTR" style="font-size:9.0pt"><span cambria="" style="font-family:">Smart PLS 2</span></span><span style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:"> استفاده شد.</span></span></span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="background:white"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">یافته‌ها: </span></span></b><span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">با بررسی مصاحبه‌ها و جمع‌آوری نظرات خبرگان، در نهایت پرسش‌نامه‌ای با 52 گویه در قالب 6 شاخص تهیه شد. اهمیت همه گویه‌ها و نحوه طبقه‌بندی تحت 6 شاخص با توجه به میزان بار عاملی هر گویه تایید شد. تمامی شاخص‌های کلی پرسش‌نامه از پایایی لازم برخوردار بودند. از آنجا که میانگین واریانس استخراج‌شده برای هر شاخص بیشتر از واریانس اشتراکی بین آن شاخص و شاخص‌های دیگر بود، روایی واگرایی مدل مورد تایید قرار گرفت.</span></span><span lang="FA" style="font-size:10.0pt"><span style="font-family:"IRANSharpSmall Light",sans-serif"></span></span></span></span></span></span></span><br> <span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="tab-stops:right 17.0pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">نتیجه‌گیری:</span></span></b> <span lang="FA" style="font-size:10.0pt"><span iransharpsmall="" light="" style="font-family:">اهداف و استانداردهای خط مشی، منابع و ابزارهای خط مشی، مجریان خط مشی، سازمان مجری، عوامل غیرقابل کنترل (عوامل برون&shy;سازمانی) و پیامدهای اجرای خط مشی در فرآیند ارزیابی اجرای خط مشی&shy;های توسعه پایدار&shy; شهری برنامه ششم توسعه کشور از اهمیت ویژه&shy;ای برخوردار هستند.</span></span><b><span lang="FA" style="font-size:10.0pt"><span style="font-family:"IRANSharpSmall Light",sans-serif"></span></span></b></span></span></span></span></span></span></span><br> &nbsp; <span style="font-size:12pt"><span style="background:white"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="EN" style="font-size:10.0pt"><span cambria="" style="font-family:">Aims:</span></span></b><span lang="EN" style="font-size:10.0pt"><span cambria="" style="font-family:"> Policy implementation evaluation is a process to improve and modify the implementation of public policies. Experts were interviewed in order to extract the influential factors and relevant indicators. The questionnaire&#39;s validity was evaluated using Confirmatory Factor Analysis and Fornell & Larcker criterion in Smart PLS2 software.</span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="background:white"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="EN" style="font-size:10.0pt"><span cambria="" style="font-family:">Findings:</span></span></b> <span lang="EN" style="font-size:10.0pt"><span cambria="" style="font-family:">Evaluating the interviews and the experts&#39; opinions, 51 items in 6 groups of indices were extracted. The questionnaire&#39;s indices were all reliable.
