اهداف و زمینه‌ها: با آغاز برنامه ریزی ها به شکل جدید در نواحی روستایی، نوعی تضاد بین خواست روستاییان از پایین با دید برنامه ریزان از بالا شکل گرفته است. نبود دید هنجاری به مسایل و کمتوجهی به کیفیت محیطی توسعه، در تعمیق این تضاد نقش بسزایی داشته است. هدف این مقاله، تعیین ابعاد کیفیت محیطی در برنامه ریزی روستایی از طرف خود روستاییان و کارشناسان محلی بود.
روش‌شناسی: در این مطالعه کیفی با استفاده از کارگاه های مشارکتی و مصاحبه‌های هدفمند با مطلعان روستایی، به‌منظور جلب مشارکت مردم و کارشناسان محلی در فرآیند مفهوم سازی ابعاد کیفیت محیطی و برنامه ریزی مطلوب، روستای شهریار از توابع شهرستان لردگان انتخاب شد. دلیل انتخاب این روستا نیز اجرایی‌شدن طرحهای مختلف یا درحال‌انجام بودن بسیاری از طرحها در قالب برنامه ریزی روستایی بود. 36 نفر از مطلعان روستای شهریار، کارشناسان و مدیران محلی در قالب 6 کارگاه سازمان‌دهی شده و انتظارات افراد از مفاهیم کیفیت محیطی در برنامه ریزی روستایی در گویه های مختلف تعیین شد.
یافته‌ها: 202 گویه از مفاهیم کیفیت محیطی گردآوری و توسط خود کارگروه ها در قالب 5 بُعد، یک قلمرو و 44 شاخص قرار گرفت. در بُعد فیزیکی-کالبدی 48 گویه در قالب 9 شاخص، در بُعد اجتماعی- فرهنگی 46 گویه در قالب 10 شاخص، در بُعد اقتصادی 42 گویه در قالب 8 شاخص، در بُعد محیطی 35 گویه در قالب 8 شاخص و در بُعد سیاسی-اداری 10 گویه در قالب 3 شاخص جای گرفتند.
نتیجه‌گیری: ابعاد پنجگانه در قالب قلمرو راهبردی با 21 گویه و در قالب 6 شاخص ظرفیت‌سنجی، عدالت‌محوری، برنامه¬محوری، گردش‌پذیری، پویایی و اولویت‌مداری به نظام برنامه ریزی کشور جهت ارزیابی ابعاد کیفیت محیطی مناطق روستایی پیشنهاد می‌شود.
