جامعه امروزی پیچیده است و جامعه پیچیده نیازمند اداره پیچیده. بدین ترتیب، فهم و غلبه بر منبع مشکلات، ضمن فهم پیچیدگی محیط، نیازمند سیستم اداری پیچیده، پویا و یادگیرنده است تا از این طریق بتواند تا حدی، پیچیدگی موجود را تحت کنترل درآورده، مدیریت نماید. بنابراین، با افزایش مراتب پیچیدگی، تنوع و وسعت سیستم‌های اجتماعی، ضرورت آشنایی و کاربست نظریه پیچیدگی، نظریه سیستم‌های پیچیده انطباق‌پذیر، قانون تنوع ضروری و قانون پیچیدگی ضروری برای مهار این پیچیدگی توسط مدیران، حیاتی می‌نماید. این درحالی است که نقش پایتخت و سیستم اداری آن، به‌ویژه در کشورهای درحال‌توسعه به‌دلیل تمرکز بیش از حد ساختارهای سیاسی، اقتصادی، فرهنگی و اداری و روابط متقابل میان آن‌ها و همچنین ارائه مستقیم خدمات توسط حکومت محلی به مردم و اثرپذیری مستقیم احوال جامعه تحت پوشش از خدمات ارائه شده توسط آن، ضرورت توجه به الگوی پیچیده و متنوع را برای مهار پیچیدگی و تنوع، مهم‌تر جلوه می‌دهد. با نظر به این موارد، هدف این مقاله لزوم توجه به تنوع‌بخشی و پیچیده‌سازی سیستم اداری حکومت محلی متناسب با پیچیدگی محیط آن، به منزله راهی برای مهار مسائل مترتب بر سیستم اجتماعی پایتخت است. بنابراین، این مقاله ضمن ضروری شمردن افزایش تنوع و پیچیدگی سیستم اداری پایتخت، به منزله الگویی برای اداره بهینه آن، مدیران شهری را با مزایای حاصل از قوانین تنوع ضروری و پیچیدگی ضروری برای برخورد با محیط‌های پیچیده آشنا می‌نماید تا از این رهگذر، اقدام به پردازش سیستم‌هایی نمایند که متناسب با پیچیدگی موردنظر بوده، بتوانند سیستم را تحت کنترل خود درآورده، مدیریت نمایند. در این امتداد، پیشنهاد می‌شود برای کسب موفقیت بهتر در زمینه اداره محیط متحول و متغیر امروزی، از طریق برگزاری کارگاه‌های آموزشی، با نظر به نگرش سیستمی، نظریه سیستم‌های پیچیده انطباق‌پذیر، نظریه پیچیدگی و قانون تنوع ضروری به مدیران شهری آموزش داده شود تا به منزله الگویی اثربخش در اداره بهینه پایتخت مدنظر آنان قرار گیرد.
