Abstract
One of the new areas in the field of studying the country''s development planning is border regions. Although from past to present different aspects of the problems related to these regions have been studied، but spatial planning of border regions not only its position has not been clarified in the planning system of the country''s development but also its dimensions and characteristics have received little attention. Border areas are facing many problems such as: migration of residents to large cities because of lack of economic incentives and insecurity along the border region etc…، these problems specifies the need to scientific studies and efficient development plans. The present study using a descriptive - analytical and empirical method to provide strategic planning strategies for the spatial planning in East borders of Iran. For this purpose، the analytical model (SWOT) and Quantitative Strategic Planning Matrix (QSPM) is used for prioritizing the strategies. The results show that given the current situation، appropriate strategies for spatial planning in Eastern border areas of Iran is defensive type (WT) and currently، based on prioritization is done، the two below strategies: “Preparation of comprehensive development plan for the eastern provinces (especially in border areas)”، “Development of physical infrastructure and the necessary actions to reduce the performance gap between marginal and central areas” have higher priority.
Political power is concentrated in the capital cities of each country and plays impotent role in political, economic and cultural arenas. Although the capital cities mostly are active in political sense, but considering the facilities are there in the capital cities, usually doing business and economical activities is Affordable. Since capital is the political and administrative core of the country and most of the country's affairs are carried out there, it should be more dynamic and efficient city. Tehran as the capital of the country, faced with many problems which can cause limitation on the functions of the city as political core of the country. Given that a significant number of Tehran problems resulting from migration to the city to find job opportunities, it seems until the problem of the peripheral areas of the country is not resolved, there can be little hope to solve the problems of the city. Any attempt to solve the problems of the capital, regardless of paying serious attention to the problems of the other parts of the country, not only neutralized by the influx of newcomers, but also lead to more imbalance in development between the capital and the other parts of the country, that this will create more motivation to migration and living in Tehran. Thus the vicious circle of capital problems continues.This research using analytical - descriptive method, is seeking to study and analyze the problems of the capital in basic and systematic way in order to increase its dynamism and efficiency. The results shows that the lack of employment opportunities in underdeveloped areas of the country, cause migration to Tehran and transfer the other areas problems to the city and increases the problems. The solution of part of the Tehran problems is systematic approach and paying attention to the development of all parts of the country.
The market status in this context consists of the measures that affect the performance of financial units. Measures that are beyond the control of the managers of these units. The financial market is one of the defining factors of the financial status of each country, based on which the economical situation of each country could be assessed. Transparency and competitiveness are the factors that lead to a healthy market, foreign and domestic investment in industry, success of productive financial activities and elimination of counterproductive activities. A major reason for the recession that has overshadowed the financial market in recent years, is the lack of interest to invest in industrial sections due to discouraging statistics in this context. This not only directs capital into non-productive sections, but also seriously affects employment in all regions of the country. Which leads to a lot of unemployed people who engage in non-productive activities. The high rate of immigration to Tehran is due to the fact that large amounts of capital are invested in Tehran instead of being invested in productive sections throughout the country. This situation has directly and indirectly affected Tehran and it makes the efforts for organizing Tehran futile. The present study is seeking to analyze the effect of improving financial markets on the vibrancy of industrial units throughout the country with a descriptive and analytical approach. It also seeks to analyze and elaborate the relationship between satisfactory financial markets and decreased immigration rate to Tehran and balanced financial prosperity in various regions of the country as well as relieving the pressure on Tehran and making it easier to organize
