Aims and Backgrounds: Institutionalism is fundamental to the issue that every geographical space, local content and its own institutional and therefore its development path should be separate.
Methodology: Methodology this study is a combination of survey methods and analytical structure. To determine the study area with cluster distribution based on distance and proximity rural to urban and population were selected 18 rurals of over 20 households with a population of 31912 in the Bouin Zahra and Avaj Counties. In addition, the sample size by Cochran was calculated 378. In order to explain and analyze the factors affecting the institutional development in the case study has been use of SPSS, AHP, AMOS and TOPSIS.
Findings: The results of structural equation modeling showed the final model structural factors affecting the institutional development in rural areas with the proposed criteria proved of credibility and accuracy and has managed to explain the necessary or desirable structural effects to achieve institutional development of rural areas of the Bouin Zahra and Avaj Counties. In addition, Confirmatory factor analysis results institutional development questionnaire showed that the probability of any of the questions is smaller than 0.05, so can be considered any questions as an indicator of hidden variables. On the other hand, the results show that there is a difference between the institutional development the rurals of the Bouin Zahra and Avaj counties. Therefore, the leveling using Topsis technique shows that 8.1% with high institutional development of 3.5% with medium institutional development and 88.4% (8 villages) are with a very high level of institutional development.
Conclusion: Considering the institutional development coefficients, it can be claim that the level of institutional development of rurals decreases from the southeast and the center to the west and away from the city center.
