مقدمه: از دهه 1980 با تفوق فزاینده دیدگاه‌های نئولیبرالیستی و با کاهش سرمایه‌گذاری دولت در امور عمومی، هرچه بیشتر از کارکردها و نقش تصدی‌گری دولت در اقتصاد کاسته و به نقش نهادها، شرکت‌ها و نیروهای غیردولتی در مدیریت و تولید فضا افزوده شد که موجب تضعیف اثرگذاری مستقل نهادهای وابسته به حکومت در مدیریت و آمایش فضای سرزمینی شده است. هدف این پژوهش ارایه دسته‌بندی نوینی از کارکردهای دولت و چگونگی مطالعه آن در مدیریت و آمایش فضای سرزمینی در چارچوب دیدگاه نئولیبرالیسم با مراجعه به مستندات معتبر نظری بود. این پژوهش از نوع تئوریک است و داده‌ها به روش اسنادی و کتابخانه‌ای جمع‌آوری و به شیوه توصیفی- تحلیلی بر مبنای رویکرد استنتاجی تحلیل شد.
نتیجه‌گیری: از آنجایی که آمایش سرزمین متاثر از انگیزه سودمحور اقتصادی مبتنی بر تجارت آزاد است، لذا دولت فاقد جایگاه و کارکرد مستقل در برنامه‌ریزی آمایش فضای سرزمین است. در این راستا نهادهای دولتی صرفاً از طریق برنامه‌ریزی آمایش سرزمین به‌دنبال گسترش و تداوم چرخه سودآورترنمودن مناطق مستعد و ایجاد تسهیل در بازگشت سریع‌تر سرمایه از طریق سیاست‌های مالیاتی و هماهنگی با خواست شرکت‌ها و نهادهای اقتصادی هستند. در تدوین سیاست‌های آمایش سرزمین توسط دولت‌ها در الگوی نئولیبرالیستی مناطق مختلف در زیرمجموعه سطح سرزمین از ارزش یکسانی در جذب سرمایه برخوردار نبوده و قطبش فضایی در جمعیت، حرکت و فعالیت در فضای سرزمینی همواره وجود خواهد داشت. بر این مبنا آمایش سرزمین در الگوی نئولیبرالیستی موجب اهمیت‌یابی مفهوم سطح‌بندی، رتبه‌بندی و افول مفهوم عدالت فضایی مورد نظر الگوی کینزی در مطالعات آمایش سرزمین شده است.
