اهداف و زمینه‌ها: تحلیل چگونگی ایجاد و گسترش شبکه راه‌آهن بین‌المللی از ایران به افغانستان و چین به صورت مستقیم یا از طریق عبور از قرقیزستان و تاجیکستان می‌تواند تسهیل‌کننده ارتباط و مناسبات ترابری و فرهنگی با اروپا و جهان غرب باشد. در صورت تکمیل و احداث راه‌آهن از خواف در شرق ایران به هرات افغانستان و ایجاد کریدور راه‌آهن هرات به کاشغر چین بستر مناسبی برای توسعه زیرساخت‌ها، سرمایه‌گذاری اقتصادی به ویژه در معادن، تعامل و تبادل بین کشورها به وجود می‌آید. این طرح احیای راه ابریشم و تمدن نوین شرقی را برای توسعه و رفاه مردم رقم می‌زند و وضعیت ژئوپولیتیک و ژئواستراتژیک این سرزمین را تبدیل به موقعیت ژئواکونومیک می‌کند.
نتیجه‌گیری: با وجود کارکردهای مهم، تهدیدها و چالش‌های این طرح راهبردی؛ 1- تعلل و تأخیر دولت ایران در تکمیل راه‌آهن «خواف به هرات»، 2- امکان امتداد راه‌آهن با معیارهای روسی از مزار شریف به هرات و کابل در ادامه راه‌آهن تازه احداث شده از منطقه حیرتان در مرز ازبکستان به مزار شریف و 3- امکان امتداد راه‌آهن با معیار شبه قاره هند از اسپین بولداک پاکستان به قندهار افغانستان و تضعیف موقعیت ژئواکونومیک هرات در آینده نزدیک؛ هستند. هرگونه غفلت از احداث راه‌آهن در مسیر خواف به کاشغر، خسارات بین‌المللی جبران‌ناپذیری برای کشورهای اروپایی، چین و کشورهای منطقه به ویژه ایران و افغانستان در آینده در پی خواهد داشت.
